Inconsiderate parking in Kenilworth angers residents

PARKING such as this in Kenilworth is angering townspeople.

A picture of a Range Rover blocking the entire width of the pavement, where it turns into Randall Road from Warwick Road, attracted a raft of angry comments when shared on Facebook.

People pointed out the 4×4 blocked the footpath for wheelchair users, parents with pushchairs, blind people and the elderly.

It was also parked next to a recently installed defibrillator.




Residents also said it was far from an isolated case and vehicles were often spotted blocking the town’s pavements.

While parking on the pavement is not always strictly illegal, it is an offence to obstruct pedestrians and can result in a fine.


Warwickshire County Council transport spokesman Jeff Clarke confirmed there had been 65 patrols of Randall Road in the last three months, resulting in seven parking tickets.

He added: “It must be stressed that any vehicle that is seen to be causing an obstruction to the highway can be reported to the police, who have the relevant powers to take appropriate action.

“The highway code clearly states that you must not leave your vehicle or trailer in a dangerous position or where it causes any unnecessary obstruction of the road. If this is ignored then the police can issue a fixed penalty notice or arrange removal or relocation of the vehicle.

“Yellow line restrictions help to enforce this rule across the highway, however, for a civil enforcement officer to issue a penalty charge notice, they must first observe the vehicle for five minutes to identify if loading/unloading is taking place, or if the car has a blue badge clearly displayed which permits up to three hours parking on double yellow lines.”

A Warwickshire Police spokesman told the Observer it was a county council matter.
