Appeal lodged to turn charity HQ into flats

AN APPEAL has been lodged following a failed application to build flats on the site of a former charity headquarters.

Leamington Spa Developments hoped to turn the former Life Headquarters on Mill Street into 11 two and three-bedroom flats.

But Warwick District Council turned down the application saying there were discrepancies about the former charity site being used as offices, which would legally have allowed developers to turn them into flats without opposition.

The developers have since lodged an appeal with the secretary of state arguing the council had already accepted ‘on the balance of probability’ that the building was previously used as offices.




Numerous complaints were received in relation to the application, with many residents saying it included no parking facilities and that the area was already choked with cars.

There were also concerns about over-population of the area and increase in noise.


The building at the junction of Mill Street and Leam Terrace was used by the anti abortion and pregnancy support charity for ten years before they moved to a new site at Jephson Court.

Developers Hamble Associates has applied to Warwick District Council to knock down a two-storey home on Upper Cape and replace it with 20 two-bed flats along with parking for 28 cars.

But concerns have been raised about the site neighbouring a haulage company, which residents say is in operation 24 hours a day and would disturb those living in the flats.

A number of objections have also been received in relation to lack of parking and added pressure on the roads.

Councillors have yet to consider the application.
